The County Commissioners of Worcester County, Maryland will conduct a public hearing to receive public comment on the potential adoption of Growth Tiers (Septic Tier Maps) as provided for in the Sustainable Growth and Agricultural Preservation Act of 2012 (also known as the Septics Law) adopted by the Maryland Legislature and in accordance with the provisions of Title 1, Subtitle 5 of the State Land Use Article.
- The data upon which this legislation, SB236, (and related regulation) is based is fatally flawed. The EPA TMDL’s have recently been shown to be grossly distorted to the point of irrelevance. A report issued in August by the U.S. Geological Survey reveals that the nutrient laden sedimentation which regularly flows into the Chesapeake Bay from the Conowingo Dam represents the single largest source of Bay pollution, however, this contribution is unaccounted for in the EPA TMDL calculations, therefore dramatically skewing that data and overemphasizing the importance of other sources such as Maryland-based agriculture and individual septic systems. The USGS to it’s credit has thus far remained free from the kind of bias and evidence of political influence which regularly taints anything labeled as science emanating from the EPA.
There was a great turnout for the event hosted by the Wicomico Society of Patriots and the Worcester County Tea Party tonight here in Salisbury. As part of the evening, we showcased two videos that served as introductions to Agenda 21, each from different sides of the aisle. With the “stated goal” of protecting The Chesapeake Bay, Maryland has been busy following the guidelines put forth by the U.S. Environmental Protection Agency (EPA). Specifically, Maryland plans to do this by limiting the amount of nutrient and sediment pollution that can enter the Chesapeake Bay – these limits are known as Total Maximum Daily Loads (TMDLs). These limits are to be shared amongst the different sources from which pollution enters the bay, public and private sewage systems being two such identified sources.
SB 236, also called the “Septic Bill”, is Maryland’s reaction to the perceived harm being done by private on-site sewage and septic systems. With SB 236 having such far reaching effects on land use, one would think that septics system are the biggest polluters of the bay. However, we believe Maryland is placing far too much emphasis on private on-site sewage and septic systems, while ignoring the problems with municipal waste and the single greatest source of pollution – sediment from the Conowingo Dam.

A plan for the Sustainable Development of the earth, called Agenda 21 was adopted by the United Nations in 1992 and implemented by executive orders of Presidents Bush, Clinton and Obama. It has been adopted by federal agencies, industries, universities and non-governmental institutions and the principles of Agenda 21 have been infused in local land use planning concepts nationwide. The Comprehensive Development Plan for Worcester County is no exception. Had Agenda 21 underwent legislative review, congress might have taken exception to the radical concept that all property rights belong to governments who have unlimited power to deny the exercise thereof by its citizens. American founding principles affirm that the privilege to own land and determine it’s used is a basic right of individual citizens protected by the constitution.
Your property rights are gone. You and your family are faced with an additional tax bill of tens of thousands of dollars, which is your share of the billions of dollars for each county’s burden of additional taxation in compliance with the new law. Planning and zoning authority are taken out of local control and centralized at the state and regional level where you have little say so in the decisions that dictate how and where you live. And you are told that we must do this for the health of our environment, even though the scientific “facts” behind this land control/people control scheme are gross distortions of the truth, deceitfully designed to sell it to an unsuspecting public.
